First: Uber is regulated in Egypt, so do not call every Uber ride illegal
Egypt's Law 87 of 2018 created a legal framework for passenger transport using information technology. The law provides for licensed companies, vehicle operating permits, driver operating cards and identifying marks. We therefore do not tell travellers that Uber is automatically illegal or that only Egyptians may use it; those claims are not supported by the legal text we reviewed.
Tourist transport is a separate regulated activity
Egypt's Ministry of Tourism and Antiquities runs a dedicated tourist-transport licensing system that includes issuing and renewing tourist-vehicle licences. A pre-booked airport transfer assigned to a licensed tourist-transport operator is therefore not simply an Uber ride with a different logo; it sits inside a different transport and tourism operating framework.
UberX can currently accept cars from model year 2008
Uber's current Egypt vehicle page says UberX cars can be model year 2008 or newer, must be in good condition, have four doors, working windows and working air conditioning, and pass the required vehicle inspection. In 2026 that means the platform's published age threshold can include vehicles many years older than the modern tourist vehicles we normally aim to assign. We still do not promise an exact tourist-vehicle model year unless it is written into the confirmation.
Which driving licence do Uber drivers in Egypt need?
Uber's own pages are not consistent. The English Egypt requirements page asks for a valid Egyptian professional driving licence, while the Arabic Egypt page only asks for a valid driving licence and car licence without naming a category, and Uber registration agents state that a private or professional licence is accepted. Uber also lists a criminal-record certificate, a drug test and a vehicle inspection, but its Egypt requirements state no minimum period of holding a driving licence — only a minimum age of 21 — so a newly licensed driver can apply. UberX also does not require a minimum number of completed trips or any tourism-specific training.
Many app drivers drive part-time in their own private car
App platforms promote flexible hours, and many drivers use their own private car for a few hours alongside another job. That is a legitimate way to earn extra income, but it is a different profession from a full-time tourist-transport driver. The app does not show the passenger the driver's licence category, experience or any tourism training, so a traveller cannot check this before getting in.
Tourist drivers in the Red Sea operate in a training environment built for visitors
Tourism-sector organisations in the Red Sea have repeatedly run safe-driving and professional-development programmes for tourist-vehicle drivers. Published programmes have covered safe driving, roads, vehicle mechanics, first aid and dealing with tourists. That is a different professional context from simply qualifying for app-based driving.
Airport and hotel access can look different in real daily operations
From our own work in Hurghada and the Red Sea, private cars, local taxis and clearly identified tourist vehicles can face different questions or access procedures at hotels, resort gates and controlled areas. A private-car driver may be asked who is being collected or dropped off, while a known tourist vehicle is immediately identifiable by its tourism operation and company details. This is a local operational observation, not a claim that one identical gate rule applies at every property.
Air conditioning: distinguish equipment eligibility from the service you actually receive
Uber's Egypt vehicle requirements explicitly say the car must have working air conditioning, so it would be inaccurate to claim that Uber does not require a functioning AC system. The practical service question is whether the ride you receive provides the comfort you expect throughout the airport journey. Our transfer standard is an air-conditioned tourist vehicle appropriate for the confirmed route and passenger load.
Airport luggage is where a cheap app fare can stop being comparable
A four-door car may qualify for UberX while still being a poor fit for several travellers with large suitcases, cabin bags and a stroller. A pre-booked transfer checks the load before confirmation and can move the booking to an SUV or minibus when required.
Independent traveller reports show why the final payment experience matters
A 2025 Flytrippers article documents one traveller's three Uber rides in Egypt and says an extra-payment attempt occurred on all three, including an alleged airport-tax request after pickup at Hurghada Airport and other drivers asking through messages for more than the accepted app fare. This is one traveller's documented experience, not evidence that every Uber driver behaves this way, but it is a useful reason to keep the agreed fare and any extra-payment request clear.
For a tourist airport arrival, compare the complete product
An app ride can provide transport when a suitable car is available. A pre-booked tourist transfer is built around a known international arrival, exact hotel, passengers, luggage, airport meeting and confirmed service plan. If those details matter, compare that complete arrangement with the app option rather than comparing only two headline prices.

Yes. Uber lists Hurghada as a supported city and publishes HRG airport pickup information. Availability and the assigned ride still depend on the app at the time of travel.
